Chapter 189 Oregon Laws 2001
AN ACT

Relating to community-based
foster care demonstration projects; amending ORS 417.747; and declaring an
emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1.
ORS 417.747 is amended to read:
417.747. (1)
Notwithstanding ORS 409.190, [beginning
on August 18, 1993, the department and the state commission] the State Office for Services to Children
and Families, in consultation with local commissions on children and families,
may [agree to establish pilot programs in
counties that are capable of handling the program to administer foster care
programs under the department’s jurisdiction. The pilot program must be
accepted by the board of county commissioners in the local coordinated
comprehensive plan.] establish
community-based foster care demonstration projects. The purposes of the
demonstration projects are to:
(a) Promote strategies
that keep abused and neglected children in their familiar surroundings and
neighborhood schools;
(b) Recruit community
volunteers to serve as foster parents for abused and neglected children who
live in the community;
(c) Identify barriers to
recruiting community foster parents and recommend strategies to address those
identified barriers; and
(d) Create a community-based
system of support for foster children and community foster parents.
(2) [The pilot program] A
demonstration project shall be subject to federal requirements and the
restrictions agreed upon between the [department] office and the county where the [pilot program] demonstration project is located.
SECTION 2.
This 2001 Act being necessary for the
immediate preservation of the public peace, health and safety, an emergency is
declared to exist, and this 2001 Act takes effect on its passage.
