Chapter 771 Oregon Laws 2001
AN ACT
SB 5510
Relating to the financial
administration of the Economic and Community Development Department;
appropriating money; limiting expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1.
There is appropriated to the Economic
and Community Development Department, for the biennium beginning July 1, 2001,
out of the General Fund, the amount of $2,422,315, for the Oregon Arts
Commission.
SECTION 2.
Notwithstanding any other law, the
amount of $37,386,951 is established for the biennium beginning July 1, 2001,
as the maximum limit for payment of expenses from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery funds and
federal funds, collected or received by the Economic and Community Development
Department, for the following purposes and in the following amounts:
(1) Administration of department
and community

(2) Oregon Community
Development

(3) Other programs................................. $ 306,030
SECTION 3.
Notwithstanding any other law, the
amount of $96,269,674 is established for the biennium beginning July 1, 2001,
as the maximum limit for payment of expenses from lottery moneys allocated from
the Administrative Services Economic Development Fund to the Economic and
Community Development Department, for the following purposes and in the
following amounts:
(1) Administration of department
and community

(3) Oregon Film and Video Office......... $ 972,508
(4) Pass-through...................................... $ 28,249,184

SECTION 4.
Notwithstanding any other law, the
amount of $52,564,689 is established for the biennium beginning July 1, 2001,
as the maximum limit for payment of expenses from federal funds collected or
received by the Economic and Community Development Department, for the
following purposes and in the following amounts:
(1) Administration of department
and community
development
programs

(2) Oregon Community
Development

(3) Other programs................................. $ 1,931,768
SECTION 5.
Sections 2 and 3 of this 2001 Act do not
limit, affect or apply to expenditures for payments of loans to programs in the
Oregon Community Development Program and the composite Revenue Bond Program and
the Industrial Development Revenue Bond Program.
SECTION 6.
Payment is authorized for the necessary
expenses of the Economic and Community Development Department for travel,
entertainment, lodging, gifts and other expenses undertaken by the department
and authorized in writing by the Director of the Economic and Community Development
Department to promote Oregon’s economic development. The total amount of
expenditures made under this section and not otherwise authorized by law shall
not exceed one-fourth of one percent of the amount the department is authorized
to expend for the biennium beginning July 1, 2001.
SECTION 7.
The Director of the Economic and
Community Development Department may transfer among programs and administrative
divisions within the department an amount not to exceed five percent of the
amount budgeted for personal services, other services, supplies and capital
outlay and funded by lottery revenues for the biennium beginning July 1, 2001.
SECTION 8.
Notwithstanding any other law, all
sections of this 2001 Act are subject to Oregon Department of Administrative
Services rules related to allotting, controlling and encumbering funds.
SECTION 9.
This 2001 Act being necessary for the
immediate preservation of the public peace, health and safety, an emergency is
declared to exist, and this 2001 Act takes effect July 1, 2001.
