Chapter 801 Oregon Laws 2001

 

AN ACT

 

SB 5555

 

Relating to state financial administration; appropriating money; and declaring an emergency.

 

Be It Enacted by the People of the State of Oregon:

 

          SECTION 1. Because widespread drought conditions, inadequate water supplies and federal Endangered Species Act decisions affecting the federal Klamath Project have created severe economic and environmental impacts in the Upper Klamath Basin, the Legislative Assembly hereby creates the Klamath Basin Emergency Program to immediately direct Water Resources Department staff to help water users in the basin develop alternative water supplies for irrigation and other needs, and to fund irrigation district development of ground water supplies.

 

          SECTION 2. In addition to and not in lieu of any other appropriation, there is appropriated to the Water Resources Department, for the biennium beginning July 1, 2001, out of the General Fund, the amount of $2,000,000 for the purpose of making grants to districts formed under ORS chapters 545, 547, 551, 552 and 553, for water supply augmentation within the federal Klamath Project authorized under section 2, chapter 228, General Laws of Oregon 1905.

 

          SECTION 3. The Water Resources Department may grant or loan moneys to districts described in section 2 of this 2001 Act for the purposes described in section 2 of this 2001 Act.

 

          SECTION 4. In addition to and not in lieu of any other appropriation, there is appropriated to the Water Resources Department, for the biennium beginning July 1, 2001, out of the General Fund, the amount of $320,000 for the purpose of responding to the inadequate water supplies in the Klamath Basin.

 

          SECTION 5. This 2001 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2001 Act takes effect July 1, 2001.
