Chapter 882 Oregon Laws 2001

 

AN ACT

 

HB 5053

 

Relating to state financial administration; appropriating money; limiting expenditures; and declaring an emergency.

 

Be It Enacted by the People of the State of Oregon:

 

          SECTION 1. There is appropriated to the State Commission on Children and Families, for the biennium beginning July 1, 2001, out of the General Fund, the amount of $60,192,796.

 

          SECTION 2. If Senate Bill 5527 becomes law, in addition to and not in lieu of any other appropriation, there is appropriated to the State Commission on Children and Families, for the biennium beginning July 1, 2001, out of the General Fund, the amount of $1,205,905, for early identification supports and services.

 

          SECTION 3. Notwithstanding any other law, the amount of $21,667,206 is established for the biennium beginning July 1, 2001, as the maximum limit for payment of expenses from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the State Commission on Children and Families.

 

          SECTION 4. Notwithstanding any other law, the amount of $275,501 is established for the biennium beginning July 1, 2001, as the maximum limit for payment of expenses from federal funds collected or received by the State Commission on Children and Families.

 

          SECTION 5. In addition to and not in lieu of any other appropriation, there is appropriated to the Department of Human Services, for the biennium beginning July 1, 2001, out of the General Fund, the amount of $1,394,095, for the following purposes:

 

           (1)     For home visitation

                    services provided by

                    nurses and staff support...... $     1,300,000

           (2)     For staff and services

                    to maximize federal

                    funding support for

                    early childhood system

                    services.................................. $          94,095

 

 

          SECTION 6. If Senate Bill 5527 becomes law, in addition to and not in lieu of any other appropriation, there is appropriated to the Department of Human Services, for the biennium beginning July 1, 2001, out of the General Fund, the amount of $11,000,000, for mental health and alcohol and drug treatment services for children and families in connection with local early childhood system services.

 

          SECTION 7. Notwithstanding any other law limiting expenditures of the Department of Human Services, the maximum limit for payment of expenses from federal funds collected or received by the department established by section 4 (4), chapter 892, Oregon Laws 2001 (Enrolled Senate Bill 5527), for the biennium beginning July 1, 2001, is increased by $76,986.

 

          SECTION 8. Notwithstanding any other law, all sections of this 2001 Act are subject to Oregon Department of Administrative Services rules related to allotting, controlling and encumbering funds.

 

          SECTION 9. This 2001 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2001 Act takes effect July 1, 2001.
