House Joint Resolution 56
Be It Resolved by the Legislative Assembly of the State of Oregon:
(1) There is created a Joint Interim Uniform Tsunami
Response Planning Task Force consisting of nine members. The members of the
task force shall be:
(a) Two members of the Senate, appointed by the President
of the Senate;
(b) Two members of the House of Representatives, appointed
by the Speaker of the House of Representatives;
(c) One individual representing a coastal Oregon city,
appointed by the President of the Senate;
(d) One individual representing a coastal Oregon county,
appointed by the Speaker of the House of Representatives;
(e) One individual representing the Office of Emergency
Management, appointed by the President of the Senate;
(f) One individual representing the office of the State
Fire Marshal, appointed by the President of the Senate; and
(g) One individual representing the State Department of
Geology and Mineral Industries, appointed by the Speaker of the House of
Representatives.
(2)(a) All appointments under subsection (1) of this
section shall be completed by the latter of 30 days after adjournment sine die
of the regular session of the Seventy-first Legislative Assembly or September
30, 2001. The task force shall have its first meeting on or before the latter
of 45 days after adjournment sine die of the regular session of the
Seventy-first Legislative Assembly or November 30, 2001.
(b) The task force shall elect a member as chairperson. The
chairperson must be a member of the Legislative Assembly.
(3) The task force shall study and make recommendations
regarding the development of a uniform tsunami response system including
advanced planning, effective public education and development of safe
evacuation routes.
(4) The appointing authorities, in consultation with the
task force chairperson, shall develop a work plan consisting of a list of
subjects for study by the task force. The work plan may be modified by the
appointing authorities after consultation with the task force chairperson.
(5) Except as otherwise provided in this resolution, the
task force is subject to the provisions of ORS 171.605 to 171.635 and has the
authority contained in ORS 171.505 and 171.510.
(6) The Office of Emergency Management of the Department of
State Police shall provide, if funds are available, staff necessary to assist
the task force to perform its functions and may contract with a public or
private agency to provide the assistance.
(7) Notwithstanding ORS 171.072, members of the Legislative
Assembly may not receive a per diem for service on the task force established
by this joint resolution. Members of the task force, including members of the
Legislative Assembly, are entitled, under ORS 292.495, to actual and necessary
travel and other expenses actually incurred if funds are available for that
purpose.
(8) Subject to the approval of the Emergency Board, the
task force may accept contributions of funds and assistance from the United
States Government, its agencies, or from any source, public or private, and
agree to conditions thereon not inconsistent with the purposes of the task
force. All such funds are to aid in financing the functions of the task force
and shall be deposited in the General Fund of the State Treasury to the credit
of a separate account for the task force and shall be disbursed for the purpose
for which contributed in the same manner as funds appropriated for the task
force.
(9) All agencies, departments and officers of this state
are directed to assist the task force in the performance of its functions and
to furnish such information and advice as the members of the task force
consider necessary to perform their functions.
(10) Official action by the task force shall require the
approval of a majority of the quorum of the members of the task force.
Legislation recommended by official action of the task force must indicate that
it is introduced at the request of the task force. Any legislation recommended
shall be prepared in time for presession filing pursuant to ORS 171.130.
