  In line 2 of the printed A-engrossed bill, after ' elections'
insert '; appropriating money; and declaring an emergency'.
  After line 24, insert:
  '  { +  SECTION 2. + }  { + In addition to and not in lieu of
any other appropriation, there is appropriated to the Secretary
of State, for the biennium beginning July 1, 2001, out of the
General Fund, the amount of $1, which may be expended for the
development and implementation of a centralized voter
registration system for the state. + }
  '  { +  SECTION 3. + }  { + In addition to and not in lieu of
any other appropriation, there is appropriated to the Emergency
Board, for the biennium beginning July 1, 2001, out of the
General Fund, the amount of $2,000,000 for allocation only to the
Secretary of State for the development and implementation of a
centralized voter registration system for the state. Any moneys
that remain unallocated and unobligated by the Emergency Board on
November 1, 2002, become available for any purpose for which the
Emergency Board lawfully may allocate funds. + }
  '  { +  SECTION 4. + }  { + This 2001 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2001 Act
takes effect July 1, 2001. + } ' .
