  On page 1 of the printed bill, line 3, after the semicolon
delete the rest of the line and insert 'appropriating money; and
declaring an emergency.'.
  On page 2, line 35, after the period insert 'The period may not
be longer than the estimated period of construction.'.
  On page 4, lines 2 through 4, restore the bracketed material.
  In line 2, delete 'Amounts in the Oregon Education Fund shall
be used only for public education.'.
  After line 10, insert:
  '  { +  SECTION 10. + }  { + This 2001 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2001 Act
takes effect on its passage. + } ' .
