                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Directs Secretary of State to conduct program audit of Oregon
Educational Act for the 21st Century.
  Declares emergency, effective July 1, 2001.
 
                        A BILL FOR AN ACT
Relating to Oregon Educational Act for the 21st Century; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Secretary of State shall conduct a
program audit of the implementation of the Oregon Educational Act
for the 21st Century by the Department of Education and school
districts.
  (2) The program audit shall include a sampling of school
districts. The school districts selected for the program audit
shall be from different regions of the state, have different
population levels and have demographic diversity.
  (3) The program audit shall include:
  (a) The extent to which the desired policies and goals of the
Oregon Educational Act for the 21st Century established by the
Legislative Assembly are being achieved by the Department of
Education and school districts;
  (b) The extent to which the Oregon Educational Act for the 21st
Century has not been implemented and the reasons for any
non-implementation of any portions of the Act; and
  (c) Identification of any problems the Department of Education
or school districts have encountered in implementing the Oregon
Educational Act for the 21st Century.
  (4) No later than October 1, 2002, the Secretary of State shall
report the findings of the program audit and any recommendations
based on the program audit to the legislative interim committees
on education. + }
  SECTION 2.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
