appropriating money;'.
  After line 19, insert:
  ' (5) The department may seek and accept gifts, grants and
donations from any source and federal funds for the purpose of
carrying out the grant program under this section.'.
  In line 20, delete '(5)' and insert '(6)'.
  Delete lines 23 through 26.
  On page 2, line 1, delete '3' and insert '2'.
