  Prohibits construing statute as creating statutory cause of
action unless Legislative Assembly has by law specifically
authorized bringing of civil action for violation.
 
                        A BILL FOR AN ACT
Relating to construction of statutes.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + A statute of this state shall not be construed
to create a statutory cause of action for any person who suffers
injury, death or damage by reason of a violation of the statute
unless the Legislative Assembly has by law specifically
authorized the bringing of a civil action for violation of the
statute. + }
