  On page 1 of the printed bill, line 2, after 'cities ' insert a
period and delete the rest of the line.
  Delete lines 4 through 31.
  On page 2, delete lines 1 through 16.
  In line 17, delete '2' and insert '1' and delete '3 ' and
insert '2'.
  In line 19, delete '3' and insert '2'.
  In line 29, delete 'any city' and insert 'a city or a
metropolitan service district'.
  In line 33, after '(2)' insert 'Notwithstanding ORS 221.031
(4),'.
  In line 34, after 'area' insert ', but outside the urban growth
boundary of a city or a metropolitan service district'.
  On page 3, line 2, after 'must' insert 'plan for and'.
  In line 8, after the period insert 'The commission shall
establish or maintain urban residential density standards by
rule.
  ' (d) If the proposed city will be required to complete a
public facility plan and a transportation systems plan, the
proposed city must demonstrate the ability to provide urban
services to meet current needs and projected growth. The proposed
city may meet this requirement by showing an agreement in
principle with a city or special district that can provide all or
part of the services.'.
  In line 23, delete '4' and insert '3' and delete '3 ' and
insert '2' and after 'Act' delete the rest of the line and insert
'applies'.
  In line 24, delete 'of this 2001 Act apply'.
