brief statement of the essential features of the measure as
introduced.
Establishes College of Veterinary Medicine at Oregon State
University. Appropriates moneys from General Fund to Department
of Higher Education for College of Veterinary Medicine.
Declares emergency, effective July 1, 2001.
A BILL FOR AN ACT
Relating to College of Veterinary Medicine; appropriating money;
and declaring an emergency.
Whereas for approximately two decades the Oregon State
University instructional program leading to the Doctor of
Veterinary Medicine degree has been offered in conjunction with
the veterinary medical programs at Washington State University
and the University of Idaho; and
Whereas offering an expanded curriculum at Oregon State
University will benefit students by decreasing class sizes,
decreasing education related expenses and increasing interaction
between students; and
Whereas offering an expanded curriculum at Oregon State
University will provide a significant economic benefit to the
community; and
Whereas Oregon State University would benefit from the presence
of additional faculty members with pertinent skills and
substantive specializations; and
Whereas Oregon State University would be able to offer a full
range of support services and continuing education programs to
the citizenry and veterinary practitioners of the State of
Oregon; and
Whereas even with additional funding the program would receive
the least amount of funding among state funded veterinary
colleges in North America; and
Whereas there is a large demand for veterinarians in Oregon;
and
Whereas funding a four-year veterinary program at Oregon State
University will provide improved, quality education for students
and will allow Oregon funding to remain in Oregon; now,
therefore,
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Section 2 of this 2001 Act is added to and made
a part of ORS chapter 352. + }
SECTION 2. { + There is created within the Department of
Higher Education a College of Veterinary Medicine to be located
at Oregon State University. The college shall offer a four-year
veterinary medicine program that leads to a Doctor of Veterinary
Medicine degree. + }
SECTION 3. { + In addition to and not in lieu of any other
appropriation, there is appropriated to the Department of Higher
Education, for the biennium beginning July 1, 2001, out of the
General Fund, the sum of $8 million for the College of Veterinary
Medicine at Oregon State University. + }
SECTION 4. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
