  Directs Secretary of State to conduct study of Internet voting.
Specifies contents of study. Requires report to Seventy-second
Legislative Assembly.
 
                        A BILL FOR AN ACT
Relating to Internet voting.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Secretary of State, in consultation
with county clerks and other county officials in charge of
elections, shall conduct a study to determine the feasibility of
using the Internet to conduct elections in this state. The study
shall consider:
  (a) The security, integrity and secrecy of electronic ballots,
including voter authentication, ballot secrecy, ballot integrity,
prevention of multiple voting, ballot processing, vote transport
and storage, use of digital signatures and encryption technology,
the effect on voter registration and recounts, and the security
of Internet voting machines and Internet voting systems;
  (b) How to phase in Internet voting so that it might include
both public-place Internet voting and remote Internet voting;
  (c) Software, hardware and other system design requirements;
  (d) Accessibility of Internet voting to all electors;
  (e) The impact of Internet voting on county elections
officials;
  (f) The fiscal implications of any comprehensive or incremental
approach to Internet voting; and
  (g) Any other matter the secretary considers important in
conducting the study.
  (2) The Secretary of State shall report the findings of the
study to the Seventy-second Legislative Assembly.
  (3) For purposes of this section:
  (a) 'Internet voting' means the casting of a secure and secret
electronic ballot that is transmitted to elections officials
using the Internet.
  (b) 'Internet voting machine' means the computer hardware that
allows an electronic ballot to be cast over the Internet.
  (c) 'Internet voting system' means an election system that uses
electronic ballots and that allows voters to transmit their voted
ballot to elections officials over the Internet.
  (d) 'Public-place Internet voting' means the use of Internet
voting machines at central locations.
  (e) 'Remote Internet voting' means the use of an Internet
voting machine to cast an electronic ballot over the Internet
using a computer that is not necessarily owned and operated by
elections officials. + }
