declaring an emergency'.
Delete lines 4 through 10 and insert:
' { + SECTION 1. + } { + (1) The Department of
Transportation shall provide driver and motor vehicle services:
' (a) On at least one full day per week in any city with a
population of at least 3,000 persons but not more than 6,000
persons that is more than 25 miles from the nearest department
office that provides the full range of driver and motor vehicle
services.
' (b) On at least one full day per week in an unincorporated
community with a population of at least 5,000 persons if the
unincorporated community is more than 25 miles from the nearest
department office that provides the full range of driver and
motor vehicle services.
' (c) On at least two full days per week in any city with a
population of more than 6,000 persons that is more than 25 miles
from the nearest department office that provides the full range
of driver and motor vehicle services.
' (2) As used in this section and section 2 of this 2001 Act, '
driver and motor vehicle services' includes, but is not limited
to, services related to driver licenses, driver permits, vehicle
titles and vehicle registrations. + }
' { + SECTION 2. + } { + The Department of Transportation
may enter into agreements with local governments that enable the
department to provide cost-effective driver and motor vehicle
services to rural communities in the state. An agreement shall
provide for cooperation between the department and the local
government and may include, but need not be limited to:
' (1) Provisions for sharing space, equipment and employees;
' (2) Authorization for local government employees to act as
agents for the department; and
' (3) Any other provisions that the department and the local
government determine would be beneficial to the people in the
community. + }
' { + SECTION 3. + } { + This 2001 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2001 Act
takes effect on its passage. + } ' .
