                      SENATE AMENDMENTS TO
                   A-ENGROSSED HOUSE BILL 2744

  After line 2 of the printed A-engrossed bill, insert:
  ' Whereas minimum wage rates are a matter of national and
statewide concern; and
  ' Whereas minimum wage rates should be set by federal and state
law, and not by local government ordinances; and
  ' Whereas local governments must be able to set wage rates for
public employers and to negotiate wage rates in contracts entered
into by the local governments; now, therefore,'.
  In line 13, after 'requirements' insert a colon and delete the
rest of the line and line 14 and insert:
  ' (a) For public employers;
  ' (b) In specifications for public contracts entered into by
the local government; and
  ' (c) As a condition of the local government providing direct
tax abatements or subsidies for private employers with 50 or more
employees.
  '  { +  SECTION 2. + }  { + Section 1 of this 2001 Act applies
only to public contracts, tax abatements or subsidies entered
into or provided by a local government on or after the effective
date of this 2001 Act. + } ' .
