                             SUMMARY

brief statement of the essential features of the measure as
introduced.
 
  Directs Health Division to award grants to county health
departments for school-based health centers.
  Allocates moneys received by Oregon under tobacco Master
Settlement Agreement of 1998 to Health Division for grants.
 
                        A BILL FOR AN ACT
Relating to school-based health centers.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Health Division may award grants to
county health departments for school-based health centers that
provide preventive health care services.
  (2) The division shall award grants to county health
departments based on applications submitted by eligible
applicants that are certified school-based health centers or that
are eligible for certification. The division shall give priority
when awarding grants to:
  (a) Underserved areas, including but not limited to:
  (A) Areas with a high population of underinsured persons;
  (B) Areas with few health providers; and
  (C) Rural areas; and
  (b) Start-up school-based health centers.
  (3) An eligible applicant may apply for and receive a grant
each year.
  (4) Grant funds received under this section shall be used for
costs related to establishing and maintaining school-based health
centers.
  (5) The division shall adopt rules to administer the grant
program. The rules shall include the procedures and criteria for
awarding a grant. + }
  SECTION 2.  { + In each biennium during the period in which
United States tobacco product manufacturers make payments to this
state under the Master Settlement Agreement of 1998, $_____ of
the moneys received by this state shall be allocated to the
Health Division for awarding grants to county health departments
for school-based health centers under section 1 of this 2001
Act. + }
