Prohibits initial occupancy of dormitory owned or leased by
institution of higher education or affiliate unless dormitory is
equipped with fire sprinkler system or equivalent fire safety
system.
Prohibits institution of higher education or affiliate from
operating dormitory after January 1, 2007, if dormitory was
initially occupied prior to effective date of Act and is not
equipped with fire sprinkler system or equivalent fire safety
system.
{ - Requires Health, Housing, Educational and Cultural
Facilities Authority to give priority to low interest loans for
installation of fire sprinkler systems or equivalent fire safety
systems in dormitories initially occupied prior to effective date

A BILL FOR AN ACT
Relating to dormitories.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + As used in sections 2 and 3 of this 2001 Act, '
dormitory' means a building owned or leased by a public or
private institution of higher education or a public or private
entity affiliated with an institution of higher education, used
primarily by students of higher education and consisting of five
or more sleeping rooms that share a common kitchen or dining area
or have no kitchen or dining facilities. + }
SECTION 2. { + The State Fire Marshal may not approve a
dormitory for initial occupancy on or after the effective date of
this 2001 Act unless the State Fire Marshal determines that the
dormitory is equipped with a fire sprinkler system or equivalent
fire safety system adequate to protect sleeping rooms, common
areas and building exit routes. + }
SECTION 3. { + A public or private institution of higher
education or a public or private entity affiliated with an
institution of higher education may not, on or after January 1,
2007, operate a dormitory that was initially occupied prior to
the effective date of this 2001 Act unless the dormitory is
equipped with a fire sprinkler system or equivalent fire safety
system that the State Fire Marshal determines is adequate to
protect sleeping rooms, common areas and building exit
routes. + }
