brief statement of the essential features of the measure.
 
  Appropriates moneys from General Fund to Department of Higher
Education, for biennium beginning July 1, 2001, for activities of
Oregon State University Extension Service, Forest Research
Laboratory, Agricultural Experiment Station and College of
Veterinary Medicine.
  Declares emergency, effective July 1, 2001.
 
                        A BILL FOR AN ACT
Relating to financial administration of the Department of Higher
  Education; appropriating money; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1. { +  In addition to and not in lieu of any other
appropriation or moneys made available by law or from other
sources, there are appropriated to the Department of Higher
Education, out of the General Fund, for the biennium beginning
July 1, 2001, the following amounts, which may be expended only
for the following agricultural and natural resources research
activities of the Oregon State University Agricultural Experiment
Station:
  (1) Wheat and small grains research, $399,750.
  (2) Grass seed research, $742,350.
  (3) Viticulture, enology and berry research, $219,200.
  (4) Horticulture and nursery crops research, $150,000.
  (5) Natural resources and livestock research program in eastern
Oregon, $359,000.
  (6) Development of a food innovation center in Portland,
$548,800.
  (7) Salmon ecological research program, $530,900.
  (8) Food safety and environmental stewardship, $100,000.
  (9) Studies by the Department of Rangeland Resources on the
basic relationship between water and the land, $1,100,000. + }
  SECTION 2.  { + In addition to and not in lieu of any other
appropriation or moneys made available by law or from other
sources, there are appropriated to the Department of Higher
Education, out of the General Fund, for the biennium beginning
July 1, 2001, the following amounts, which may be expended only
 
for the following activities of the Oregon State University
Extension Service:
  (1) Watersheds, water quality and salmon restoration,
$1,183,000.
  (2) Strengthening youth, families and communities, $1,223,000.
  (3) Strengthening agricultural and natural resources
industries, including fruit and vegetable processing safety,
$851,000.
  (4) A grant to the Department of Education's Oregon Student
Leadership Development Center for activities of the Future
Farmers of America, $100,000. + }
  SECTION 3.  { + In addition to and not in lieu of any other
appropriation or moneys made available by law or from other
sources, there are appropriated to the Department of Higher
Education, out of the General Fund, for the biennium beginning
July 1, 2001, the following amounts, which may be expended only
for the following activities of the Oregon State University
Forest Research Laboratory:
  (1) Programs to enhance the health and productivity of Oregon's
forest resources, $145,000.
  (2) Programs to improve efficiency of harvesting and
manufacturing and to reduce the environmental impact of forest
operations, $100,000.
  (3) Programs to improve forest resource forecasting, including
forest health, resource condition and community impacts,
$150,000.
  (4) Accelerated research on Swiss needle cast disease,
$150,000.
  (5) A grant to the Department of Education's Oregon Student
Leadership Development Center for forestry clubs, $50,000. + }
  SECTION 4.  { + In addition to and not in lieu of any other
appropriation or moneys made available by law or from other
sources, there are appropriated to the Department of Higher
Education, out of the General Fund, for the biennium beginning
July 1, 2001, the following amounts, which may be expended only
for the following activities of the Oregon State University
College of Veterinary Medicine:
  (1) Endophyte fungus toxicosis research, $100,000.
  (2) Western juniper animal toxicity research, $100,000. + }
  SECTION 5.  { + In addition to and not in lieu of any other
appropriation or moneys made available by law or from other
sources, there is appropriated to the Department of Higher
Education, out of the General Fund, for the biennium beginning
July 1, 2001, the amount of $16,990,031 for the Oregon State
University Forest Research Laboratory, the Oregon State
University Agricultural Experiment Station and the Oregon State
University Extension Service. + }
  SECTION 6.  { + Notwithstanding any other law, sections 1 to 5
of this 2001 Act are subject to Oregon Department of
Administrative Services rules related to allotting, controlling
and encumbering funds. + }
  SECTION 7.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
