HOUSE AMENDMENTS TO
HOUSE BILL 2891

In line 2 of the printed bill, delete 'creating new provisions;
amending ORS 657.085;'.
Delete lines 5 through 14 and insert:
' { + SECTION 1. + } { + (1) There is created a Task Force
on Paid Family Leave and Unemployment Insurance consisting of 14
members. Three members shall be state Senators appointed by the
President of the Senate. Three members shall be state
Representatives appointed by the Speaker of the House of
Representatives. Eight members shall be appointed by the Governor
and shall include:
' (a) Three employers, including one employer with 25 or fewer
employees and one self-insured employer.
' (b) One representative from organized labor.
' (c) One representative from the Commission for Child Care.
' (d) One representative from the Commission for Women.
' (e) One representative from the State Commission on Children
and Families.
' (f) One representative from the office of the Governor.
' (2) The task force shall:
' (a) Study the feasibility of providing paid family leave to
allow parents to take paid leave after the birth or adoption of a
child.
' (b) Investigate funding mechanisms through unemployment
insurance and other potential funds to establish a paid family
leave program.
' (3) The task force shall issue a report of its findings to
the appropriate interim committee of the Legislative Assembly on
or before September 1, 2002.
' (4) The task force is subject to the provisions of ORS
171.605 to 171.635 and has the authority contained in ORS 171.505
and 171.510. Notwithstanding the provisions of subsection (3) of
this section, the task force may file its written report at any
time within 30 days after its final meeting, or at such later
time as the appointing authorities may designate.
' (5) The Employment Department shall provide staff necessary
to the performance of the functions of the task force.
' (6) A member of the Legislative Assembly appointed to the
task force shall be entitled to an allowance as authorized by ORS
171.072 from funds appropriated to the Legislative Assembly.
Other members of the task force are entitled to compensation and
expenses under ORS 292.495. Claims for expenses incurred in
performing functions of the task force shall be paid out of funds
available for that purpose.
' (7) All agencies, departments and officers of this state are
directed to assist the task force in the performance of its
functions, and to furnish such information and advice as the
members of the task force consider necessary to perform their
functions.
' (8) Official action by the task force created under this
section shall require the approval of a majority of the members.
' (9) The task force may accept contributions of funds and
assistance from the United States Government, its agencies or any
other source, public or private, and agree to conditions thereon
not inconsistent with the purposes of the task force. All such
funds are to aid in financing the functions of the task force and
shall be deposited in the General Fund of the State Treasury to
the credit of separate accounts for the task force and shall be
disbursed for the purpose for which contributed in the same
manner as funds appropriated for the task force. + }
' { + SECTION 2. + } { + This 2001 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2001 Act
takes effect on its passage. + } ' .
