SUMMARY
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.
Requires person installing piping on or after July 1, 2002, for
use in transporting natural gas to be certified with State
Plumbing Board as natural gas pipe installer. Creates exceptions.
Authorizes State Plumbing Board to regulate natural gas pipe
installers.
Declares emergency, effective on passage.
A BILL FOR AN ACT
Relating to installation of natural gas pipe; and declaring an
emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) A person may not install piping for use in
transporting natural gas unless the person is certified by the
State Plumbing Board as a natural gas pipe installer. This
subsection does not apply to an employee of a utility performing
work at a facility or system of that utility or an employee of an
industrial plant performing work at that plant.
(2) A person licensed as a contractor under the state building
code may not allow an employee to perform work as a natural gas
pipe installer unless the employee is certified under section 2
of this 2001 Act. + }
SECTION 2. { + The State Plumbing Board may:
(1) Establish education, training and other standards for a
person seeking certification as a natural gas pipe installer. The
board may administer or approve examinations designed to
demonstrate the qualifications and competency of a person to work
as a natural gas pipe installer.
(2) Impose appropriate fees for applications, examinations and
issuance or reissuance of a certification.
(3) Impose continuing education requirements for a person
certified as a natural gas pipe installer.
(4) Suspend, revoke or refuse to issue or renew a certification
for a person found by the board to have violated a provision of
this section or section 1 of this 2001 Act or rules adopted
thereunder.
(5) Make all rules necessary and proper for carrying out the
duties of the board relating to natural gas pipe installers. + }
SECTION 3. { + The State Plumbing Board may impose a civil
penalty not to exceed $5,000 on a person who violates section 1
or 2 of this 2001 Act or a board rule adopted thereunder. The
imposition of civil penalties under this section is subject to
ORS 183.310 to 183.550. + }
SECTION 4. { + Section 1 of this 2001 Act becomes operative
July 1, 2002. + }
SECTION 5. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect on its
passage. + }
