                     SENATE MINORITY REPORT
                          AMENDMENTS TO
                         HOUSE BILL 2967

President Derfler:
  A minority of your Committee on Natural Resources, Agriculture,
Salmon, and Water, to whom was referred House Bill 2967, having
had the same under consideration, respectfully reports it back
with the recommendation that it do pass with the following
amendments:
 
  In line 6 of the printed bill, delete 'or bear'.
  In line 7, delete 'or bear'.
  Delete lines 17 through 24 and insert:
  ' (4) As used in this section:
  ' (a) 'Structure' includes a building being used as a
residence, a building or mobile dwelling located on land actively
used for agricultural, timber management or ranching purposes or
a building accessed by the general public that is used as part of
a business. 'Structure' does not include motor vehicles,
trailers, recreational vehicles and similar mobile residences or
temporary buildings or shelters used for camping, fishing,
hunting or recreation.
  ' (b) 'Threat to human safety' means the exhibition by a cougar
of one or more of the following behaviors:
  ' (A) Aggressive actions directed toward a person or persons,
including but not limited to charging, false charging, growling,
teeth popping and snarling.
  ' (B) Breaking into, or attempting to break into, a residence.
  ' (C) Attacking a pet or domestic animal as defined in ORS
167.310.
  ' (D) Loss of wariness of humans, displayed through repeated
sightings of the animal during the day near a structure or
permanent corral used by humans.'.
