SUMMARY
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.
Requires hatchery fish bred from wild stock to be treated as
wild fish and allowed to spawn. Requires hatchery propagation to
be from wild fish.
Refers Act to people for their approval or rejection at special
election held on same date as next biennial primary election.
A BILL FOR AN ACT
Relating to wild fish management policy; and providing that this
Act shall be referred to the people for their approval or
rejection.
Whereas anadromous fish recovery relies on many factors outside
human control; and
Whereas the effectiveness of watershed and riparian
improvements that have been made and are being made cannot be
measured by the number of returning fish; and
Whereas we have the ability to raise fish that are genetically
identical to those in specific streams and that actually enhance
return numbers and survivability rates of anadromous fish; now,
therefore,
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + The State Department of Fish and Wildlife shall
modify the wild fish management policy. The wild fish management
policy shall:
(1) Treat hatchery fish that are bred from wild stock as wild
fish. These fish shall be considered viable and shall be allowed
to reproduce if they return to spawn; and
(2) Require hatchery propagation to be from wild fish. + }
SECTION 2. { + This 2001 Act shall be submitted to the people
for their approval or rejection at a special election held
throughout this state on the same date as the next biennial
primary election. + }
