  In line 5 of the printed A-engrossed bill, delete ' subsection
(2)' and insert 'subsections (2) and (3)'.
  In line 11, delete the period and insert 'and is a high growth
school district, as defined in ORS 195.110.
  ' (3) Before the governing body of a county may exercise the
authority granted by subsection (1) of this section, a school
district must:
  ' (a) Prepare and submit to the governing body an analysis of
alternative sites that the school district considered; and
  ' (b) Prepare and submit to the governing body documentation
that the school district considered alternative sites other than
sites that are located on high-value soils and sites that are
adjacent to an existing urban growth boundary.'.
  In line 12, delete '(3)' and insert '(4)'.
  In line 15, delete '(4)' and insert '(5)'.
  In line 21, delete '(5)' and insert '(6)'.
  After line 27, insert:
  ' (7) A siting approved under subsection (1) of this section
shall be treated as first priority under ORS 197.298 for
inclusion within an urban growth boundary.'.
