  Directs Water Resources Department to issue ground water
permits to persons holding permits to appropriate ground water
issued under Willamette Basin Program.
 
                        A BILL FOR AN ACT
Relating to water rights.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Water Resources Department shall issue
to any person holding a permit to appropriate ground water issued
under the Willamette Basin Program prior to the effective date of
this 2001 Act a permit to appropriate ground water under ORS
537.625.
  (2) Notwithstanding the five-year limitation to complete
construction under ORS 537.630, persons issued a permit under
this section shall have two years from the date of the issuance
of the permit to complete construction of any well or other means
of developing and securing the ground water and to file a
certificate of completion with the department.
  (3) Permits issued under this section shall have a priority
date identical to the date that the original permit was issued.
  (4) For purposes of this section, 'person holding a permit '
does not include a person holding a limited license to use or
store ground water issued under ORS 537.143. + }
