Creates Governor's Fire Service Policy Council to advise
Governor on policy and strategies for improvement of firefighting
services.
A BILL FOR AN ACT
Relating to Governor's Fire Service Policy Council.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) There is created the Governor's Fire
Service Policy Council. The council shall include the following
ex officio members:
(a) The State Fire Marshal, or a designee thereof;
(b) The Director of the Oregon Department of Administrative
Services, or a designee thereof; and
(c) The Director of the Department of Public Safety Standards
and Training, or a designee thereof.
(2) The State Fire Marshal shall serve as chair of the council.
The council members may elect additional officers as the council
determines to be reasonable and necessary. The council shall meet
at the call of the chair.
(3) In addition to the ex officio members identified in
subsection (1) of this section, the Governor may designate a
representative of the Governor to serve as a member of the
council. The Governor may also appoint no fewer than nine but no
more than 19 additional members to serve on the council at the
pleasure of the Governor. Members appointed by the Governor must
include, but are not limited to, one or more representatives of
the following:
(a) Fire chiefs.
(b) Fire district directors.
(c) Local fire marshals.
(d) Emergency medical services administrators.
(e) Fire service telecommunications organizations.
(f) Professional firefighters.
(g) Volunteer firefighters.
(h) Providers of firefighter education and training.
(i) Persons experienced in investigating probable causes,
origins and circumstances of fires.
(4) To the extent funding is available from moneys appropriated
to the office of the State Fire Marshal, a member of the council
is entitled to compensation and expenses as provided in ORS
292.495.
(5) The council shall advise the Governor on policy and
strategies for the improvement of firefighting services within
the state.
(6) The office of the State Fire Marshal shall provide staff
services to the council. All agencies, departments and officers
of this state are directed to assist the council in the
performance of its functions and to furnish information and
advice as the council considers necessary. + }
