  Delete lines 7 through 11 of the printed bill and insert:
  ' (1) For any proposed disposal within the lagoon at Ross
Island, the Department of Environmental Quality shall require
analytical samples sufficient to characterize the nature of the
material proposed for disposal.
  ' (2) Material may be disposed of in the lagoon at Ross Island
if the department determines that hazardous substances in the
material do not exceed concentrations recognized by the
department for protection of human health and the environment.
  ' (3) The Environmental Quality Commission may adopt
administrative rules that specify the criteria to be used for
approval of any proposed disposal.'.
  In line 12, delete 'removal and remedial'.
