SUMMARY

Requires Department of Transportation to do study of possible
commuter rail systems.
Declares emergency, effective July 1, 2001.
A BILL FOR AN ACT
Relating to a study of commuter rail service; appropriating
money; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) The Department of Transportation shall do a
study of the feasibility of improved commuter rail service, using
existing track, between Eugene and Portland. The study shall
include, but need not be limited to:
(a) A cost analysis of the purchase and use of diesel multiple
units;
(b) A cost analysis of the development of small, unstaffed
commuter stations in rural and urban areas that use a card
reading or other electronic system for payment;
(c) A comparison between anticipated costs of a system operated
by private contractors and a system operated by the state; and
(d) An analysis of the feasibility of coupling and uncoupling
railcars while the cars are moving.
(2) The department shall report the results of the study to the
Seventy-second Legislative Assembly. + }
SECTION 2. { + In addition to and not in lieu of any other
appropriation, there is appropriated to the Department of
Transportation, for the biennium beginning July 1, 2001, out of
the General Fund, the amount of $___, which may be expended for
the study required by section 1 of this 2001 Act. + }
SECTION 3. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
