                             SUMMARY

brief statement of the essential features of the measure as
introduced.
 
  Creates Uniform Computer Information Transactions Act Task
Force.
  Sunsets December 31, 2003.
  Declares emergency, effective on passage.
 
                        A BILL FOR AN ACT
Relating to electronic commerce; appropriating money; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) There is created the Uniform Computer
Information Transactions Act Task Force consisting of seven
members with knowledge and experience in electronic commerce. The
members shall be appointed on or before October 1, 2001, as
follows:
  (a) The President of the Senate shall appoint one member from
the Senate;
  (b) The Speaker of the House of Representatives shall appoint
one member from the House of Representatives; and
  (c) The Director of the Oregon Department of Administrative
Services shall appoint:
  (A) Two members from businesses in the private sector that
conduct electronic commerce business; and
  (B) Three members of the Oregon State Bar.
  (2) The task force shall perform a detailed analysis of the
Uniform Computer Information Transactions Act and provide
assistance to the Legislative Assembly in making policy choices
presented by that Act. The primary objective of the analysis by
the task force is to assist the Legislative Assembly in updating
commercial laws in Oregon to provide predictability in electronic
commerce.
  (3) The task force shall submit periodic reports to the
appropriate interim legislative committees prior to December 31,
2002.
  (4) The department shall provide staff, supplies and equipment
necessary for the performance of the functions of the task force.
  (5) Members of the Legislative Assembly appointed to the task
force are entitled to an allowance as authorized by ORS 171.072
from funds appropriated to the Legislative Assembly. Other
members of the task force are not entitled to compensation or
expenses and shall serve on the task force on a volunteer basis.
  (6) All agencies, departments and officers of this state are
directed to assist the task force in the performance of its
functions and to furnish such information and advice as the
members of the task force consider necessary to perform their
functions.
  (7) Official action by the task force established pursuant to
this section shall require the approval of a majority of its
members. All legislation recommended by official action of the
task force must indicate that it is introduced at the request of
the task force. Such legislation shall be prepared in time for
presession filing pursuant to ORS 171.130, for presentation to
the regular session of the Seventy-second Legislative
Assembly. + }
  SECTION 2.  { + The Oregon Department of Administrative
Services may accept contributions of funds from the United
States, its agencies or from any other source, public or private,
and agree to conditions thereon not inconsistent with the
purposes of the task force. + }
  SECTION 3.  { + All moneys received by the Oregon Department of
Administrative Services under section 2 of this 2001 Act shall be
paid into the State Treasury and deposited in the General Fund to
the credit of the Oregon Department of Administrative Services.
Such moneys are appropriated continuously to the Oregon
Department of Administrative Services for the purposes of section
1 of this 2001 Act. + }
  SECTION 4.  { + Sections 1 to 3 of this 2001 Act are repealed
on December 31, 2003. + }
  SECTION 5.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect on its
passage. + }
