    { - Requires Economic and Community Development Department to
adopt rules establishing voluntary standards for consumer privacy
and protection and creating State of Oregon Gold Star Seal of
Approval for persons engaged in electronic commerce who meet
standards. Imposes civil penalty for using seal without meeting
standards. - }

to establish programs necessary to communicate Oregon's
advantages as premier location from which to engage in electronic

                        A BILL FOR AN ACT
Relating to electronic commerce.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + The Economic and Community Development
Department may:
  (1) Establish programs necessary to communicate Oregon's
advantages as a premier location from which to engage in
electronic commerce;
  (2) Adopt rules necessary to establish the programs described
in subsection (1) of this section; and
  (3) Accept contributions of funds for the operation of the
programs described in subsection (1) of this section. The
department shall pay the funds received into an appropriate fund
or account under ORS 285A.200. + }
