  On page 2 of the printed bill, line 15, after 'means to '
delete the rest of the line and insert 'make repairs or
improvements to a building that improve its livability and are
consistent with applicable building codes.'.
  On page 4, line 41, delete 'a taxpayer' and insert 'an owner'.
  On page 5, delete lines 7 through 9 and insert:
  ' (3) The Housing and Community Services Department may review
applications using any reasonable system of prioritizing review
established by department rule.'.
