brief statement of the essential features of the measure as
introduced.
Directs Department of Education to award grants to rural
education service districts for community education programs.
Appropriates moneys from General Fund to Department of
Education for grants.
Declares emergency, effective July 1, 2001.
A BILL FOR AN ACT
Relating to community education programs; appropriating money;
and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) As used in this section, 'rural education
service district' means an education service district that
includes one or more counties within the district that have a
population level of fewer than 9,000.
(2) During the 2001-2003 biennium, pursuant to rules adopted by
the State Board of Education, the Department of Education shall
award grants to rural education service districts for community
education programs.
(3) The department shall award grants based on applications
submitted by rural education service districts.
(4) A rural education service district shall administer funds
received under this section and provide general financial
oversight. The board of the education service district shall
appoint a local advisory committee to provide recommendations to
the rural education service district on the use of funds for
community education programs.
(5) A community education program shall provide secondary
students with local education options beyond attending a public
high school. Each rural education service district receiving a
grant shall have a program coordinator to assist students in
finding classes and to advise prospective students.
(6) The State Board of Education shall adopt rules to
administer the grant program. The rules shall include the
procedures and criteria for receiving a grant. + }
SECTION 2. { + In addition to and not in lieu of any other
appropriation, there is appropriated to the Department of
Education, for the biennium beginning July 1, 2001, out of the
General Fund, the amount of $___, which may be expended for
grants to rural education service districts under section 1 of
this 2001 Act. + }
SECTION 3. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
