  Appropriates money from General Fund to Health Division for
operation of local public health clinics.
  Declares emergency, effective July 1, 2001.
 
                        A BILL FOR AN ACT
Relating to funding for public health clinics; appropriating
  money; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) In addition to and not in lieu of any other
appropriation, there is appropriated to the Health Division of
the Department of Human Services, for the biennium beginning July
1, 2001, out of the General Fund, the amount of $_____ for the
purpose of providing primary health care, including prevention
and early treatment, through local public health clinics, to
persons who do not have private health insurance or coverage
through the Oregon Health Plan or are otherwise unable to access
basic health care services.
  (2) As used in this section, 'local public health clinic '
means a not-for-profit, tax-exempt or public community-based
clinic. + }
  SECTION 2.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
