SUMMARY

brief statement of the essential features of the measure as
introduced.
Appropriates moneys from General Fund to State Parks and
Recreation Department for development of state park in Washington
County.
Declares emergency, effective July 1, 2001.
A BILL FOR AN ACT
Relating to parks; appropriating money; and declaring an
emergency.
Whereas the Legislative Assembly finds that Washington County
is the largest urban county in the state lacking a public
facility for overnight camping; and
Whereas Washington County has a site available for the
development of a state park that possesses noteworthy
environmental attributes, diverse topography, wetlands, mature
forest and a year-round stream; and
Whereas the Washington County site has a rich history related
to the rail and logging industries responsible for much of the
state's early development, including an active rail line wooden
trestle bridge, railroad memorabilia and a former telegraph line;
and
Whereas the Washington County site contains an existing
recreational trail system that is bisected by the Banks-Vernonia
State Trail; and
Whereas a state park at the Washington County site would serve
as an asset for families and seniors as well as provide day uses
for groups and schools; and
Whereas the Washington County site is located immediately
adjacent to existing state roads and highways; now, therefore,
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + The State Parks and Recreation Department is
directed to develop, in consultation with Washington County, a
full-service state park to be located in Washington County in the
vicinity of United States Route 26 and Oregon Route 47. The state
park shall provide access to the Banks-Vernonia State Trail,
overnight camping facilities and other amenities as the
department deems appropriate. + }
SECTION 2. { + The State Parks and Recreation Department shall
report to the Seventy-second Legislative Assembly on the progress
of its efforts to develop a state park under section 1 of this
2001 Act and provide its recommendations for further
appropriations if necessary to complete the state park. + }
SECTION 3. { + In addition to and not in lieu of any other
appropriation, there is appropriated to the State Parks and
Recreation Department, for the biennium beginning July 1, 2001,
out of the General Fund, the amount of $2 million, which may be
expended for the study, planning and development, including
acquisition of land and other expenditures as the department
deems necessary, of a state park located in Washington County as
described in section 1 of this 2001 Act. + }
SECTION 4. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
