On page 1 of the printed bill, line 2, after 'Services ' insert
'; and declaring an emergency'.
Delete lines 4 through 31 and delete page 2 and insert:
' { + SECTION 1. + } { + The Department of Human Services
shall establish service integration projects in Clackamas,
Deschutes, Douglas and Marion Counties, similar to the service
integration projects in Baker, Coos, Jackson and Polk
Counties. + }
' { + SECTION 2. + } { + (1) The Joint Interim Task Force on
Service Integration and the Department of Human Services is
created consisting of seven members. The President of the Senate
shall appoint two members from among the members of the Senate.
The Speaker of the House of Representatives shall appoint five
members from among the members of the House of Representatives.
Members shall be persons who have knowledge or expertise in
Department of Human Services services and programs and shall
include members who have served on legislative committees with
programmatic or budgetary oversight of the department.
' (2) The task force shall select one of its members as
chairperson and shall adopt policies necessary for the operation
of the task force.
' (3) The task force shall meet monthly at a place, day and
hour specified by the task force. The task force shall also meet
at other times and places specified by the call of the
chairperson or of a majority of the members of the task force.
' (4)(a) The task force shall oversee the reorganization of the
Department of Human Services.
' (b) The department shall present to the task force plans for
the reorganization of the department and shall obtain approval
prior to implementing each component of the plan.
' (c) The Emergency Board shall consult with the task force
regarding the reorganization of the department before making any
decisions regarding the activities and funding of the department.
' (5) Except as provided in this section, the task force is
subject to the provisions of ORS 171.605 to 171.635 and has the
authority contained in ORS 171.505 and 171.510.
' (6) The Legislative Administrator may cause to be employed
such persons as are necessary for the performance of the
functions of the task force. The Legislative Administrator shall
fix the duties and compensation of such employees. The task force
shall use the services of permanent legislative staff to the
greatest extent practicable.
' (7) Members of the Legislative Assembly who serve on the task
force shall be entitled to an allowance as authorized by ORS
171.072. Claims for expenses incurred in performing functions of
the task force shall be paid out of funds appropriated for that
purpose.
' (8) Official action by the task force shall require the
approval of a majority of the members of the task force. All
legislation recommended by official action of the task force must
indicate that it is introduced at the request of the task force.
Such legislation shall be prepared in time for presession filing
pursuant to ORS 171.130. + }
' { + SECTION 3. + } { + This 2001 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2001 Act
takes effect July 1, 2001. + } ' .
