                             SUMMARY

brief statement of the essential features of the measure as
introduced.
 
  Directs Department of Human Services to establish demonstration
project to integrate human services and workforce development
services.
 
                        A BILL FOR AN ACT
Relating to Department of Human Services.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Department of Human Services shall
establish at least one service integration demonstration project
that integrates the delivery of human services and workforce
development services.
  (2) The department shall work with county governing boards that
express interest in participating in a demonstration project and
other state agencies to identify human services and workforce
development services being offered in a service area and to
develop a demonstration project that integrates delivery of human
services and workforce development services.
  (3) In consultation with county governing boards and other
state agencies, the department shall develop outcome measures for
a demonstration project that include but are not limited to:
  (a) An increase in the percentage of individuals seeking
employment who obtain gainful employment;
  (b) An increase in the length of time individuals remain
employed in the same job;
  (c) Wage growth for individuals served in a demonstration
project;
  (d) An increase in the amount of income participants receive
from gainful employment compared to the amount participants
receive from public assistance; and
  (e) A decrease in the percentage of individuals receiving
public assistance.
  (4) If a participating county governing body achieves the
outcomes developed for the project and reduces the amount of
money allocated by the state for public assistance in that
county, the county may keep the savings.
  (5) The department shall seek the necessary federal waivers to
operate a demonstration project.
  (6) The department may terminate a demonstration project if the
project fails to meet the outcome measures for a project.
 
 
  (7) The department shall submit quarterly reports on a
demonstration project to the President of the Senate and the
Speaker of the House of Representatives.
  (8) The department shall adopt rules necessary to implement and
administer demonstration projects as described in subsection (1)
of this section. + }
