  Prohibits Water Resources Department from granting water right
or other control over waters of state to federal government,
United Nations or other entity acting on behalf of federal
government or United Nations.
 
                        A BILL FOR AN ACT
Relating to water rights.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Water Resources Department may not
grant a water right or any other control over waters of this
state to the federal government, the United Nations or any entity
acting on behalf of the federal government or the United Nations.
  (2) This section does not apply if the Legislative Assembly
determines an emergency exists. + }
  SECTION 2. Section 1 of this 2001 Act applies only to a water
right or other control over waters of this state granted after
the effective date of this 2001 Act.
