insert 'appropriating money;'.
Delete lines 4 through 31 and delete page 2 and insert:
' { + SECTION 1. + } { + (1) There is established an Interim
Task Force on Health Care Personnel for the purposes of carrying
out the provisions of section 2 of this 2001 Act.
' (2)(a) The interim task force shall consist of 18 members.
' (b) Nine members shall be appointed by the Speaker of the
House of Representatives as follows:
' (A) One member from the Oregon Alliance of Senior and Health
Services;
' (B) One member from the Oregon Association for Home Care;
' (C) One member from the Oregon Association of Hospitals and
Health Systems;
' (D) One member from the Continuing Care Retirement Community
Advisory Council;
' (E) One member from the Association of Oregon Community
Mental Health Programs;
' (F) One member from the Oregon Community College Association;
' (G) The Chancellor of the State Board of Higher Education or
a person designated by the chancellor; and
' (H) Two members of the House of Representatives.
' (c) Nine members appointed by the President of the Senate as
follows:
' (A) One member from the Oregon Health Care Association;
' (B) One member from the Oregon Medical Association;
' (C) One member from the Oregon State Pharmacists Association;
' (D) One member from the Oregon Long Term Care Nurses
Association;
' (E) One member from the Oregon Nurses Association;
' (F) One member from the Osteopathic Physicians and Surgeons
of Oregon;
' (G) One member from the Oregon Health and Science University
School of Nursing; and
' (H) Two members of the Senate.
' (3) If there is a vacancy for any cause, the appointing
authority shall make an appointment to become immediately
effective.
' (4) The interim task force shall elect one its members to
serve as chairperson.
' (5) A majority of the members of the interim task force
constitutes a quorum for the transaction of business.
' (6) The interim task force shall meet at times and places
specified by the call of the chairperson or of a majority of the
members of the interim task force.
' (7) Members of the interim task force who are not members of
the Legislative Assembly are not entitled to compensation, but
may be reimbursed for actual and necessary travel and other
expenses incurred by them in the performance of their official
duties, subject to ORS 292.495. + }
' { + SECTION 2. + } { + (1) The Interim Task Force on
Health Care Personnel shall:
' (a) Analyze and evaluate the growing shortage of health care
workers in Oregon; and
' (b) Develop recommendations for addressing projected future
shortages of health care workers in Oregon that include options
for providing educational and professional incentives.
' (2) The Interim Task Force on Health Care Personnel shall
report its findings and recommendations to the Governor and to
the Seventy-second Legislative Assembly as provided by ORS
192.245 no later than January 31, 2003.
' (3) Staff for the task force shall be provided by the
Director of the Employment Department. + }
' { + SECTION 3. + } { + (1) The Employment Department may
accept contributions of funds from the United States Government
or its agencies or from any other source, public or private, and
agree to conditions thereon not inconsistent with the purposes of
section 2 of this 2001 Act.
' (2) All moneys received by the Employment Department under
this section shall be paid into the State Treasury and deposited
in the General Fund to the credit of the department. The moneys
are appropriated continuously to the department for the purposes
of section 2 of this 2001 Act. + }
' { + SECTION 4. + } { + This 2001 Act being necessary for
the immediate preservation of the public peace, health and
safety, an emergency is declared to exist, and this 2001 Act
takes effect on its passage. + } ' .
