SUMMARY

Authorizes personal use by public officials of computers
provided at public expense under specified conditions. Directs
Oregon Department of Administrative Services to adopt guidelines
for personal use of electronic mail by public officials.
A BILL FOR AN ACT
Relating to public officials.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Subject to ORS 244.040 and 260.432, a public
official, as defined in ORS 244.020, may use a computer provided
at public expense at the public official's workstation for
personal receipt or transmission of electronic mail and Internet
access for personal purposes provided that:
(1) The personal use is minimal and is limited to the public
official's authorized work breaks; and
(2) The personal use does not involve commercial or for-profit
activity. + }
SECTION 2. { + The Oregon Department of Administrative
Services shall adopt uniform guidelines for personal receipt or
transmission of electronic mail by public officials. The
guidelines shall specifically prohibit receipt or transmission of
political messages or political material. + }
