  Requires Portland School District and Riverdale School District
to merge into single school district.
  Declares emergency, effective on passage.
 
                        A BILL FOR AN ACT
Relating to school district merger; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Section 2 of this 2001 Act is added to and made
a part of ORS chapter 330. + }
  SECTION 2.  { + (1) The Portland School District 1J and the
Riverdale School District 51J shall merge into a single school
district on or before September 1, 2002. If the Portland School
District and the Riverdale School District fail to merge by
September 1, 2002, the district boundary board shall order the
necessary changes to be effective no later than March 1, 2003. No
remonstrance petition or election shall be allowed on the merger
required by this section.
  (2) If the Portland School District and the Riverdale School
District have not merged by March 1, 2003, both school districts
shall be considered nonstandard under ORS 327.103. + }
  SECTION 3.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect on its
passage. + }
