Prohibits state agency from having more than specified number
of officers or employees present at legislative hearings at any
given time.
A BILL FOR AN ACT
Relating to state agencies.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + Section 2 of this 2001 Act is added to and made
a part of ORS 171.740 to 171.762. + }
SECTION 2. { + (1) Except as provided in this section, a state
agency with more than 100 employees may allow only the number of
officers or employees of the state agency specified in subsection
(2) of this section to be present at legislative hearings at any
given time.
(2) The number of officers or employees allowed to be present
at legislative hearings under the provisions of this section is
equal to two percent of all employees of the state agency.
(3) The provisions of this section do not apply to any officer
or employee of a state agency that is providing testimony to a
legislative committee at the request of a member of the
committee.
(4) The provisions of this section do not affect the ability of
an officer or employee of a state agency to be present at
legislative hearings as an individual and not as a representative
of the state agency. An officer or employee of a state agency may
be present at legislative hearings under the provisions of this
subsection only during vacation time of the officer or employee
or during nonworking hours.
(5) For the purposes of this section, 'state agency' means any
board, commission, department, division or institution in the
executive or administrative branch of state government. + }
