  Delete lines 4 through 19 of the printed bill and insert:
  '  { +  SECTION 1. + }  { + As used in sections 2 and 3 of this
2001 Act, ' limited rural service center' means a lot, parcel or
tract in a remote rural portion of the state with improvements
consisting of commercial uses providing goods and services to the
surrounding rural area or to persons traveling through the
area. + }
  '  { +  SECTION 2. + }  { + The Legislative Assembly finds that
it is necessary to authorize the development of limited rural
service centers in certain remote areas of the state in order to:
  ' (1) Promote and facilitate tourism; and
  ' (2) Provide services that meet the needs of residents and the
traveling public. + }
  '  { +  SECTION 3. + }  { + (1) In addition to and not in lieu
of the uses authorized in an exclusive farm use zone under ORS
215.213 (1) and 215.283 (1), a limited rural service center may
be established on a lot, parcel or tract of land in an exclusive
farm use zone that is:
  ' (a) Adjacent to the intersection of a state highway and a
county road;
  ' (b) At least 19 miles from the urban growth boundary of the
nearest city;
  ' (c) Within seven miles of the headquarters of a national
wildlife refuge operated by the United States Fish and Wildlife
Service; and
  ' (d) Used as the site of an approved and existing campground.
  ' (2) In addition to the uses approved and existing on the
effective date of this 2001 Act, a limited rural service center
may include:
  ' (a) A recreational vehicle park with sewer, water and
electric service hookups to individual recreational vehicle
spaces; and
  ' (b) A gas station as defined in ORS 646.932.
  ' (3) If a county approves the designation of a lot, parcel or
tract as a limited rural service center, the owner of the lot,
parcel or tract shall file a deed restriction on the lot, parcel
or tract that prohibits, as long as the lot, parcel or tract is
zoned for exclusive farm use, the establishment of uses on the
lot, parcel or tract that are not approved and existing on the
effective date of this 2001 Act or uses authorized in a limited
rural service center. Nothing in this subsection prohibits the
expansion of an approved use of a lot, parcel or tract designated
as a limited rural service center. + } ' .
