                             SUMMARY

  Appropriates moneys from General Fund to Oregon Department of
Administrative Services for repair and refurbishment of Spanish
American War Soldiers' Monument in Portland.
  Declares emergency, effective July 1, 2001.
 
                        A BILL FOR AN ACT
Relating to the Spanish American War Soldiers' Monument;
  appropriating money; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) There is appropriated to the Oregon
Department of Administrative Services, for the biennium beginning
July 1, 2001, out of the General Fund, the amount of $25,000 for
repair and refurbishment of the Spanish American War Soldiers'
Monument in Lownsdale Square in Portland.
  (2) The department shall transfer the moneys appropriated under
this section to the Regional Arts and Culture Council on the
condition that the council use the moneys solely for the repair
and refurbishment of the monument and on such other conditions
that the department considers necessary. + }
  SECTION 2.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
