                             SUMMARY
 
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure.
 
  Requires Oregon Department of Administrative Services to
  { - dispose of certain - }   { + determine costs for 100 + }
state-owned standard passenger vehicles.  { + Requires department
to solicit bids for provision of 100 rental standard passenger
vehicles.  + }  { - Eliminates requirement on state agencies to
provide state-owned standard passenger vehicle to driver of state

bid for rental vehicles.  Requires department to report to
Emergency Board on or before November 1, 2002, explaining failure
to receive acceptable bid if department receives no bids or if

                        A BILL FOR AN ACT
Relating to state-owned motor vehicles; and declaring an
  emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section, 'standard
passenger vehicle' has the meaning given that term in ORS
283.305.
  (2) On or before January 1, 2002, the Oregon Department of
Administrative Services shall determine the costs of acquiring,
operating, maintaining, storing, repairing and replacing 100
standard passenger vehicles in the motor pool under ORS 283.325.
The department shall submit the results of its determination to
the Legislative Fiscal Office on or before February 1, 2002.
  (3) On or before July 1, 2002, the department shall solicit
bids for the provision of 100 rental standard passenger vehicles
for use on a per diem basis by state agencies or institutions.
The department may not accept any bid that exceeds the actual
cost to the department as determined under subsection (2) of this
section.
  (4) If the department accepts a bid under subsection (3) of
this section, the department shall, on or before July 1, 2003,
sell or otherwise dispose of 100 standard passenger vehicles in
the department's motor pool.
 
  (5) If the department does not receive any bids under
subsection (3) of this section or if the bids received by the
department exceed the cost to the department of acquiring,
operating, maintaining, storing, repairing and replacing standard
passenger vehicles as determined under subsection (2) of this
section, the department shall, on or before November 1, 2002,
submit a written report to the Emergency Board explaining the
failure to receive an acceptable bid. + }
  SECTION 2.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect on its
passage. + }
