                             SUMMARY
 
The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.
 
  Appropriates moneys to Senior and Disabled Services Division
for Retired and Senior Volunteer Program.
  Declares emergency, effective July 1, 2001.
 
                        A BILL FOR AN ACT
Relating to volunteer programs; appropriating money; and
  declaring an emergency.
  Whereas the Legislative Assembly recognizes that there are many
residents of Oregon who are 55 years of age or older and who have
abilities and skills to offer their local communities and the
other residents of this state through volunteer service in the
Retired and Senior Volunteer Program; and
  Whereas the Legislative Assembly further recognizes the
importance and need for such service in public programs for
education, at-risk and drug-addicted youth, adult literacy,
mental health and developmental disability, community policing
and crime prevention, long-term care and homelessness; and
  Whereas the Legislative Assembly finds that there is a need to
use retired and senior volunteers to address future needs that
would otherwise not be met in the areas of economic development,
public education and public safety; now, therefore,
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + In addition to and not in lieu of any other
appropriation, there is appropriated to the Senior and Disabled
Services Division, for the biennium beginning July 1, 2001, out
of the General Fund, the amount of $250,000 for the Retired and
Senior Volunteer Program. + }
  SECTION 2.  { + The Senior and Disabled Services Division may
expend moneys appropriated under section 1 of this 2001 Act for
Retired and Senior Volunteer programs involving academic tutoring
and social support in the public schools and community colleges
in this state, including programs for adult literacy, tutoring
and mentoring of schoolage children and community policing and
crime prevention. The division may also expend the moneys for
 
volunteer programs involving consultation, assistance and advice
to small businesses and nonprofit organizations. + }
  SECTION 3.  { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
