  On page 1 of the printed bill, line 2, after the semicolon
insert 'creating new provisions; amending ORS 174.020;'.
  Delete lines 4 through 31.
  On page 2, delete lines 1 through 6 and insert:
  '  { +  SECTION 1. + } ORS 174.020 is amended to read:
  ' 174.020.  { + (1)(a) + } In the construction of a
statute { + , a court shall pursue + } the intention of the
legislature   { - is to be pursued - } if possible  { - ; and - }
 { + .
  ' (b) To assist a court in its construction of a statute, a
party may offer the legislative history of the statute.
  ' (2) + } When a general and particular provision are
inconsistent, the latter is paramount to the former  { - . - }

  In line 7, delete '4' and insert '3'.
