Speaker Simmons:
  A minority of your Committee on Rules, Redistricting, and
Public Affairs, to whom was referred House Bill 3830, having had
the same under consideration, respectfully reports it back with
the recommendation that it do pass with the following amendments:
 
  On page 1 of the printed bill, delete lines 4 through 28.
  Delete pages 2 through 5 and insert:
  '  { +  SECTION 1. + }  { + It is the policy of the State of
Oregon to require that physicians and podiatric physicians and
surgeons obtain patients' informed consent to all medical
procedures pursuant to ORS 677.097. + } ' .
