SUMMARY
The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.
Directs Office of Energy to implement cellulose biomass
resource availability study. Establishes Biomass Resource Grant
Fund.
Appropriates moneys from General Fund to Office of Energy.
Declares emergency, effective July 1, 2001.
A BILL FOR AN ACT
Relating to biomass; appropriating money; and declaring an
emergency.
Whereas forest health is a critical component of the economic,
social and cultural health of the State of Oregon; and
Whereas a healthy forest is paramount to sustainable forestry
and to the Oregon Plan, as described in ORS 541.405; now,
therefore,
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + The Office of Energy shall implement a
cellulose biomass resource availability study. The study shall
include, but is not limited to:
(1) Regulatory barriers;
(2) Quantity and quality of potential resources;
(3) Development of a resource utilization plan; and
(4) Identification of the beneficial effects of at least the
following:
(a) Forest health;
(b) Fire protection;
(c) Sustainable forestry;
(d) Watershed health; and
(e) Local economies. + }
SECTION 2. { + (1) There is created within the State Treasury,
separate and distinct from the General Fund, the Biomass Resource
Grant Fund. All moneys in the Biomass Resource Grant Fund are
appropriated continuously to the Office of Energy and to be used
for the purposes of this section.
(2) The fund shall be made available for the cellulose biomass
resource availability study described in section 1 of this 2001
Act and for biomass projects, including demonstration projects
that use biomass resources for the production of ethanol.
(3) The fund shall be administered according to the Office of
Energy's standard grant-writing procedures.
(4) The Office of Energy is encouraged to seek moneys outside
of the fund for the purposes intended for the fund. + }
SECTION 3. { + There is appropriated to the Office of Energy,
for the biennium beginning July 1, 2001, out of the General Fund,
the amount of $______ for the purpose of funding the Biomass
Resource Grant Fund created in section 2 of this 2001 Act. + }
SECTION 4. { + This 2001 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2001 Act takes effect July 1,
2001. + }
