                          AMENDMENTS TO
                         HOUSE BILL 3874

Speaker Simmons:
  A minority of your Committee on Smart Growth and Commerce, to
whom was referred House Bill 3874, having had the same under
consideration, respectfully reports it back with the
recommendation that it do pass with the following amendments:
 
  In line 4 of the printed bill, before 'Notwithstanding ' insert
'(1)'.
  In line 6, after 'fund' delete the rest of the line and insert
'advocacy for the passage of any antismoking ordinance after the
ordinance has been put on the ballot or before a city council for
action.
  ' (2) As used in subsection (1) of this section, 'advocacy '
means explicitly encouraging a vote for or against a proposed
ordinance or bill.'.
