membership. Requires Oregon Department of Administrative Services
to staff task force. - }

budgets.

                        A BILL FOR AN ACT
Relating to a study of budgeting.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) As used in this section:
  (a) 'Performance-based budgeting' means a method of budgeting
in which the allocation of program moneys is tied to measures
that indicate how well the program is meeting the goals
established for the program.
  (b) 'Zero-based budgeting' means a method of budgeting in which
the initial funding amount for a program is assumed to be zero
and all proposed expenditures for the program are justified in
the budget.
  (2) During the biennium beginning July 1, 2001, the Oregon
Department of Administrative Services, in consultation with the
Joint Legislative Audit Committee, shall develop models for
zero-based budgeting and for performance-based budgeting for
state agencies.
  (3) The department shall select at least three state agencies
to participate in a pilot program using zero-based budgeting and
at least three state agencies to participate in a pilot program
using performance-based budgeting. To the greatest extent
possible, the agencies chosen shall be those that volunteer for
the pilot programs.
  (4) The Governor's recommended budget for the biennium
beginning July 1, 2003, for agencies participating in the pilot
programs described in this section, shall be a zero-based budget
or a performance-based budget, as appropriate.
  (5) The department shall report on the progress and success of
the pilot programs to the Seventy-second and Seventy-third
Legislative Assemblies. The report shall include, but need not be
limited to, an evaluation of the success of the programs and
recommendations from the department for changes to or extensions
of the programs. + }
  SECTION 2.  { + Section 1 of this 2001 Act is repealed on
January 2, 2006. + }
