SUMMARY

brief statement of the essential features of the measure as
introduced.
Requires Legislative Committee on Transportation to study
effects of traffic congestion and to develop list of economically
deprived communities.
Requires Governor to submit plan to spend $100 million to
relieve congestion in communities on list.
Takes effect on 91st day following adjournment sine die.
A BILL FOR AN ACT
Relating to economically deprived communities; and prescribing an
effective date.
Be It Enacted by the People of the State of Oregon:
SECTION 1. { + (1) During the interim following the regular
session of the Seventy-first Legislative Assembly, the
Legislative Committee on Transportation established by ORS
171.595 shall conduct a study of the economic effects of traffic
congestion and transportation infrastructure problems on Oregon
communities.
(2) The committee shall develop a list of economically deprived
communities that are negatively affected by traffic congestion
and transportation infrastructure problems. In developing the
list, the committee shall consider such factors as a community's
growth rate and revenue base, in addition to traffic congestion
and the community's transportation infrastructure.
(3) The committee shall forward the list to the Governor in
time for the Governor to consider the list when preparing the
recommended budget for the biennium beginning July 1, 2003. + }
SECTION 2. { + As part of the recommended budget for the
Department of Transportation for the biennium beginning July 1,
2003, the Governor shall submit to the Legislative Assembly a
plan to spend $100 million to relieve traffic congestion and
improve transportation infrastructure in the economically
deprived communities identified by the Legislative Committee on
Transportation pursuant to section 1 of this 2001 Act. Upon
approval by the Legislative Assembly, the Department of
Transportation shall implement the plan. + }
SECTION 3. { + This 2001 Act takes effect on the 91st day
after the date on which the regular session of the Seventy-first
Legislative Assembly adjourns sine die. + }
